Thanks all!! I really appreciate your comments. I usually try to shy away from these types of filters, but I liked the contrast of smooth bubbles and delicate seeds.
Hi Andrea. I use Paintshop Pro 9. I select Effects> Artistic Effects> Balls and Bubbles. As far as actual technique, I've forgotten whether I made a duplicate layer, applied the filter, then used a mask to unpaint the flower...or if I just selected the flower, inverted the selection and applied the filter. In any event, I also applied a Gaussian Blur of a 4 pixel radius to the bubbles. Hope this helps!
