More federal prisons, judges and prosecutors — that was what the country needed to fight drugs and drug-related crimes, not a drug czar. At least that was according to Ed Meese III. On July 1, 1988, the U.S. attorney general was in Tucson to address graduating officers at the Federal Law Enforcement Training Center in Marana. Meese spoke to 55 graduates from the Bureau of Indian Affairs and a firearms instructor training program.
