President Clinton's deficit spending plan had been a very contentious issue in 1993. When then-Sen. Dennis DeConcini, a Democrat, finally announced he would support the plan, the Clinton administration sent a Cabinet secretary to praise the Arizona senator's decision. Henry Cisneros, secretary of Housing and Urban Development, arrived on Aug. 5, 1993, and promised Arizona $2 billion in benefits. Calling it a retroactive tax, then-Gov.
